Naveen Shikera, a police officer, is promoted to the position of Senior Superintendent of Police in the crime capital of India, Muzaffarnagar. The U.P city is filled with crime and gang wars precisely between the Shaukeen gang and the Dedha gang. They literally control the city with a weakened police force worth nothing. That is all until Naveen arrives. In his oath of making Muzaffarnagar a safe city away from crime and gang wars, Naveen takes on the notorious gangs.
